As we move into the new year, the FTBOA is officially breaking from the gate. The groundwork laid over the past several months has transitioned into action as the 2026 legislative session gets underway. This is the phase of the race where preparation turns into execution—and where clarity, patience and coordination matter most.

One important point to remember as session unfolds is that legislation is a process, not a single moment. A bill advancing through the House does not mean it will pass the Senate, nor does early momentum guarantee a final outcome. The Florida legislative process includes multiple checkpoints and each chamber evaluates legislation independently. Movement on one side of the Capitol is part of the process—not the finish line.

What gives us confidence this year is the level of alignment across Florida’s Thoroughbred industry. FTBOA, TRI, OBS, the Florida Horsemen’s Benevolent and Protective Association and the Tampa Bay HBPA all stood together in opposition to the initial filing of HB 881. That unified position sends a strong, credible message in Tallahassee and reinforces that protecting Florida’s thoroughbred industry requires collaboration across all sectors.

As session progresses, the FTBOA will continue to engage strategically, communicate clearly and advocate with purpose.
