PRESS RELEASE
LEXINGTON, KY—The Horseracing Integrity and Safety Authority (HISA) has welcomed Elizabeth “Liz” Stinson to its legal team as Enforcement Counsel. An accomplished attorney, Stinson will support HISA with essential legal services that were previously provided by outside counsel, thereby reducing financial costs to the thoroughbred horse racing industry while maintaining the rigorous and high-quality standards stakeholders have come to expect.
“Liz is an incredible and much-needed addition to the HISA team,” HISA General Counsel Sam Reinhardt said. “Her experience with the Florida Gaming Control Commission will allow her to navigate the complexities of the work we do here with a keen understanding of what racing needs to be both fair and safe for all participants.”
Stinson joins HISA after two years as a Senior Assistant Attorney General in the Florida Office of the Attorney General. From 2021-24, Stinson worked directly with the horse racing industry for the Florida Gaming Control Commission. As Chief Attorney, she worked to establish the newly created commission, served in a variety of roles including as the commission’s hearing officer and acted as the primary legal liaison navigating negotiations and maintaining the agency’s regulatory relationship with HISA and the Horseracing Integrity & Welfare Unit.
Stinson earned her Juris Doctor from Washington and Lee University in Lexington, Virginia and was admitted to The Florida Bar in 2019.
“I am thrilled to join HISA and am excited to be a part of such a talented team that is truly dedicated to its mission,” Stinson said.
