The ninth installment in the 2024 OwnerView webinar series on Nov. 5 discussed the evolution of various state incentive programs.

The panel consisted of Steve Koch, Florida Thoroughbred Breeders’ and Owners’ Association; Cricket Goodall, Maryland Horse Breeders Association Inc.; Roger Heitzmann, Louisiana Thoroughbred Breeders Association; Chauncey Morris, Kentucky Thoroughbred Owners & Breeders; and Najja Thompson, New York Thoroughbred Breeders, Inc. Gary Falter, project manager for OwnerView, was the moderator.

The main discussion compared each panelist’s state incentive programs. Koch emphasized that Florida has enjoyed numerous recent advancements. House Bill 7073 released more than $33.5 million per year on an ongoing basis and has enabled Florida to almost double its incentive offers.

Panelists also addressed other national industry issues, including how to grow the sport and attract new owners and breeders.

OwnerView is a joint effort spearheaded by The Jockey Club and the Thoroughbred Owners and Breeders Association to encourage ownership of Thoroughbreds and provide accurate information on aspects of ownership such as trainers, public racing syndicates, the process of purchasing and owning a Thoroughbred, racehorse retirement, and owner licensing.
