As you know, SB 788 was passed on May 8th during the 2009 Regular Session of the Florida Legislature. Governor Charlie Crist signed the bill into law Monday morning in Miami. This bill contains a new statutory regime governing the state’s entry into an Indian Gaming Compact with the Seminole Tribe of Florida, along with numerous changes to the state’s laws regulating pari-mutuel wagering, slot machines, breeder flexibility and cardrooms.
The Seminoles have until Aug. 31 to work out details. None of the sections of the bill dealing with pari-mutuel wagering, slot machines, and cardrooms will take effect unless and until a fully executed, legislatively ratified and federally-approved Seminole Gaming Compact is published in the Federal Register. All of the FTBOA’s legislative agenda set forth in October are included with this legislation.
